PROVINCIAL GOVERNMENT OF IFUGAO 2023 ANNUAL REPORT MESSAGE

My deepest appreciation and gratitude to the Ifugao community for another year of achievement. Your staunch support and cooperation will always be the key for our Province’s progress.  May we all continue to work hand in hand as we all move forward to the attainment of our collective goals.

To the Officialdom of the Provincial Local Government of Ifugao and the eleven Municipal Local Government Units of the Province, my sincerest thanks for the continued commitment you have exemplified in the course of the performance of your functions as you comply with the mandates of your respective offices.

To all our partner-agencies, government and non-government, thank you.  Your countless initiatives and unwavering support to the Provincial Government of Ifugao under our leadership are as invaluable as your existence.  May we further strengthen our advocacies if only for the welfare of our dear constituents.

We take pride as we recognize the fact that through the steadfast collaboration and mutual support between the executive and the legislative departments of the Provincial Local Government Unit, we have commenced a beautifully established partnership as, together, we all journeyed through the numerous adversities and the seemingly unsurmountable human conditions, especially during the COVID-19 Pandemic.  Nonetheless, our focus has remained stable and undeniably unshakable for we have proven our resiliency in the pursuit of the welfare of our people. With high hopes and fervent prayers, we continue to perform our sworn duties and responsibilities to the highest level of commitment and integrity as public servants.  We, therefore, present our accomplishments as our token of gratitude with confidence in pursuing greater goals and achievements in the years to follow.

As one province, we have put in place our Priority Development Thrusts for 2023-2025 based from the Provincial Development Vision from which our collective efforts, initiatives and direction are aligned to address the needs of our people thus ensuring the collective well-being and happiness of every Ifugao.  With the end-in-view of achieving these goals, we ensure that local policies, programs and activities are all geared to their timely and efficient implementation. 

Our plans, programs, and activities aligned to our priority thrusts include Administration and Good Governance, Public Finance Management Program, Local Legislation, Social Development Services, Assistance to Education Program, Sports Development Program, Peace and Order and Public Safety Program, Economic Development Services and Infrastructure Development Services.  Accomplishments along these programs and services are captured in this report as proof of our performance.  To highlight a few of these, we have the eventual transfer and operation of the new Ifugao General Hospital at its new site in Lumingay Street, Poblacion North, Lagawe, the completed, on-going and completion of the Ifugao Sports Complex, Trading Post, Vehicular Terminal and Museum all situated at Cadel, Bahawit, Poblacion South, Lagawe, the multi-purpose building at the back of the Capitol building which is near its completion, farm to market road networks and other road openings in various municipalities, and other infrastructures. Likewise, we have established, under livelihood programs, cacao, coconut, soybean plantation and processing as well as marketing entrepreneurial assistance to beneficiaries. Further, the implementation of the Universal Health Care Law is put in place with our Provincial Health Office as the lead in partnership with the Department of Health, the provision of water for all through water drilling projects and provision of potable water systems in some municipalities and the implementation of irrigation projects under the health sector and the agriculture sector, respectively. All these are but to name a few. 

Our desire to accommodate as much as we could is our paramount objective as we direct our efforts to generate more programs in areas where we need to strengthen and develop.  Not only shall we complete existing projects and programs but also we shall put our brains together and put our brightest ideas and plans to good use.  We still have much to work on as our accomplishment today still fall short of what our constituents expect from us.  Hence, we continue to fulfill our plans especially in the completion, site development and upgrading of the IGH to Level 2 by 2024 as planned, upgrading of Primary Health Care facility to Level 1 by 2025, acquisition of health equipment like dialysis machines, CT scan, etc., provision of warehouse for the Provincial Pharmacy and provision of clustered sanitary latrines/septic tanks, among others, under the social development services. We shall look into the provision of sports facilities, amenities and equipment as well as trainings and tournaments, under the Sports Development Program.  The educational assistance program such as the delineation and fencing of selected school premises, the provision of school access roads and the Tertiary Education Assistance Program shall still be in place. These are just but a few of our targets in the upcoming years.

With all our resources together, let us endeavor to live up to the satisfaction of our communities and gather once more our efforts to move forward in cadence to reach our goals.  Let us make the expectations of our people as our performance standards.
